We are looking for a Mechanical Integrity and Quality Assurance (MIQA) Relief Valve Engineer for our Richmond, VA site. This role ensures compliance with National Board requirements for our onsite relief valve shop. They will be responsible for providing relief device support by following appropriate statutory and Regulatory requirements are followed for test, inspection, repair and/or alteration of relief devices onsite.
ROLE & RESPONSIBILITIES
The MIQA RV Engineer works with all businesses on site from a maintenance standpoint (inspection, testing, extending inspections and repair) to design documentation (relief valves, vent systems, rupture disks, pressure vessels, tanks, etc.)
The RV Shop Engineer is accountable for:
Maintaining the relief valve shop’s National Board accredited VR Stamp
Maintain and follow the Site VR Manual
Lead the National Board audit every three years
Understands applicable MIQA statutory & regulatory requirements for all pressure relief devices. The MIQA Engineer should ensure that these requirements are incorporated into the MIQA systems and should monitor performance by the organization.
Identifies and documents areas for improvement in alignment with S21A and statutory / regulatory MIQA requirements. Additionally, they collaborate with other PSM Element Leaders and Site leadership to align on improvement opportunities and efforts that relate to the PSM Program.
Design & Testing Documentation
Reviewing and approving design records for all business units as needed
Maintaining design records and travelers (electronic and hardcopy)
Participate in design reviews for Management of Changes (MOCs) as requested by project teams.
Training
Keeping currents with applicable codes and standards (ASME, NBIC, API, PSM)
Train new mechanics to become certified relief valve shop technicians and assure they maintain their refresher training and certifications.
Support area mechanic training on relief device removal and installation
SAP (computerized maintenance management system)
Ensure pressure relief devices are setup appropriately
Ensure that pressure relief devices are being inspected on a pre-determined frequency
Spare parts
Working with vendors to ensure timely delivery of parts and valves
Inventory control management of PSM critical parts
Testing of pressure relief devices
Complete capacity calculations for every VR Stamped relief valve repair
Support troubleshooting efforts for area installations of pressure relief devices and testing concerns
Work with areas to follow appropriate Turn-a-round (TAR) best practices to ensure valves can be repaired in a safe and efficient manner, while not disrupting startup times. This will include coordinating testing of valves at 3rd party vendors when appropriate.
Provide input into the creation of test and inspection plans for relief devices.
Reliability Analysis
Enter incident investigations into tracking system for failed relief devices
Participate in incident investigations for failed relief devices
Perform reliability analysis of pressure relief devices to optimize testing frequencies
Other activities
Participation in 1st and 2nd Party PSM audits
Maintaining site procedures related to pressure relief devices
Provide guidance and direction to RV Shop mechanics
QUALIFICATIONS: SKILLS, KNOWLEDGE, & ABILITIES
Required:
3+ years of experience in a production maintenance environment
3+ years of experience working in an industrial environment
Able to work in a team environment
Strong training, facilitation and communication skills
Good Interpersonal Skills with the ability to interact well with maintenance, supervisors, mechanics, planners, schedulers, engineers, and other technical process positions
Proficient in the use of the Microsoft Office Suite
Able to work autonomously
Preferred:
BS in Mechanical Engineer, Chemical Engineering or related discipline
3+ years of experience working with relief devices and vents
National Board Valve Repair Certification
Experience working with a National Board VR Stamped program
General understanding of (PSM) Process Safety Management
Knowledge of SAP-PM
Time and project management skills
Knowledge of, and experience with, industry safety policies, procedures, and training
Knowledge of national standards such as ASME Section VII, API Inspection Standards, and/or regulatory requirements for relief valves.
Understanding of RCFA, physical failure analysis
Familiarity with the engineering, specification, fabrication, inspection, and sourcing of pressure relief devices.
