Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $82,506 - $94,882.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families through community-based programming and preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYC’s early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Administration for Children Services’ Office of Training and Workforce Development’s Institute for Leadership Development in partnership with the City University of New York Silberman School of Social Work at Hunter College has mission to strengthen the leaders working within the public and private child welfare and juvenile justice agencies in New York City to promote the establishment of psychologically safe work environments that embrace equity, transparency, and innovation and strengthen the workforce. There are a variety of leadership development programs housed within the Institute of Leadership Development. We are looking for individuals who share our passion for developing leaders working in the public sector to support them in meeting the needs of children, youth, families, and communities.

Reporting to the Executive Director of the Institute for Leadership Development, we are seeking a Director of Strategic Operations to oversee the Institute for Leadership Development’s strategic initiatives from development through execution and ensure completion of key priorities through the coordination of internal and external team members and through consistent tracking and management of working, planning, and thinking sessions.

The Director of Strategic Operations will ensure all planning and operations align with the Institute for Leadership Development’s strategies priorities. The Director will be strong in research and data analysis skills for the development of project performance metrics. The Director will be a thought-partner with the Executive Director to manage and update the strategic plan of the Institute for Leadership Development.

Duties and Responsibilities:

  • Inform and oversee the planning, organizing, and managing of resources to support the successful completion of specific project goals and objectives.

  • Manage all business processes, including oversight of budget, consultant contracts, and technology.

  • Build and maintain relationships with leadership at ACS and provider agencies to ensure programming is meeting their needs.

  • Work closely with key stakeholders, internal and external, to inform strategic program development and make changes as needed.

  • Track and analyze trends and work closely with leadership and others to determine opportunities for process and systemic improvements in coordination with ongoing and continuous improvement efforts.

  • Develop and implement processes and policies for the Institute for Leadership Development in alignment with broader Office of Training and Workforce Development processes and policies.

  • Respond to Institute for Leadership Development inquiries and concerns in a supportive manner, providing recommendations and solutions whenever possible.

  • Establish and manage day-to-day operations and logistics for the Institute for Leadership Development.

  • Provide day-to-day support to the Executive Director of the Institute for Leadership Development as needed as well as providing support to Training and Workforce Development leadership.

  • Attending trainings and meetings as indicated and perform other duties as needed.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
