Job/Position DescriptionProgram Specialist IIPerforms routine training, consultative services, technical assistance and analytical work. Duties include analyzing and remediating all types of electronic documents to eliminate accessibility and structural defects. Assists senior accessibility specialists with web testing assignments and the development of training materials and job aids. Works under limited supervision with some latitude for the use of initiative and independent judgement.Essential Job FunctionsEJF1 MS Office Accessibility: Analyze MS Office documents, presentations, and spreadsheets for conformance with WCAG accessibility guidelines, HHS branding, and the proper application of styles and structure from approved HHS templates. Provide training and technical support to document authors and editors and guide them through any changes needed to achieve compliance prior to distribution of the document or conversion to accessible PDF. Maintain knowledge of current best practices for MS Office accessibility and develop recommendations for improvements to HHS templates and document authoring practices. Support the development MS Office training materials and the delivery of training classes in partnership with lead accessibility specialists and manager. (35%)EJF2 PDF Accessibility: Analyze PDF documents and forms for conformance with WCAG accessibility guidelines and HHS branding using Adobe Acrobat Professional and agency approved screen reading software. Provide technical support and training for agency staff responsible for PDF production on controlling reading order and structure through the tag tree and reading order panel; repairing layering issues using the content panel; using the touch up reading order and table editor to repair structure; adding and configuring form fields for accessibility; confirming accessibility and preparing documents and forms for distribution. May also be required to perform direct remediation of complex PDF documents as required by manger. Support the development PDF training materials and the delivery of training classes in partnership with lead accessibility specialists and manager. (30%)EJF3 Web/Software/Hardware Accessibility: Under the supervision of lead accessibility specialists, analyze applications, websites and software for conformance with WCAG accessibility guidelines. Perform testing of in-house and contractor developed applications and websites using browser and web-based tools, agency approved assistive technologies, operating system accessibility features, and the workstation keyboard without using a mouse. Assist in creating detailed conformance reports that include the reason for the failure, references to accessibility success criterium, code examples for remediation. Support the development web accessibility training materials and the delivery of training classes in partnership with lead accessibility specialists and manager. (15%)EJF4 Research/Continuing Education: Conduct research into accessibility documentation and best practices for authoring/development tools and platforms used by HHS/DSHS to support content authors, developers and designers. This may include development platforms like MS Power Platform, React, Salesforce and others, document creation tools like MS Office, Adobe Creative Suite, content management systems including SharePoint, Drupal and Moodle, or data visualization platforms like Tableau, training development tools like Camtasia and Captivate, among others.
