What You Will Do :

Executive Level Support, Special Studies, Strategic Planning and Analyses, High-level Briefings, Analytical Support, Operational and Technical Assessment Support, Programmatic Analysis Support, Data Collection, Process Research, Requirements/Capability Development & Analysis, Database Management, Planning, Policy Development, Oversight, Governance, and Assessment. Task interaction will cross Department of the Navy organizations and echelons. Interactions with other Department of Defense (DOD) Services, Federal Departments and Agencies may be required.

What You Will Need :

  • An ACTIVE and CURRENT SECRET federal security clearance

  • Bachelor’s of Science or Bachelor's of Arts degree from an accredited college or university, preferably in one of the following fields: Computer Sciences, Cybersecurity, Information Technology Management, Data Science, or Operations Research.

  • THREE (3) or more years of direct full-time work experience in two or more of the EIGHT (8) (ISC)² security domains (CBK) and recent development, implementation, and/or support of Cyber Security solutions and identifying performance risk OR in capability definition and operation Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance systems and/or unmanned systems. OR FIVE (5) years or more of overall experience (Active/ Guard/Reserve Duty, United States Government (USG) Civilian, or Defense Contractor) with at least TWO (2) years of service at a high-level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, Agency or Intel Community (IC) Staff in programs, projects, and initiatives such as NGEN, NETMOD, DCC, Cloud Computing, Enterprise Software Licensing, DRSN, BCO, Telephony, Joint Information Environment, etc.

What Would Be Nice To Have :

  • TEN (10) or more years of direct full-time work experience in two or more of the EIGHT (8) (ISC)² security domains (CBK) and recent development, implementation, and/or support of Cyber Security solutions and identifying performance risk OR in capability definition and operation Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance systems and/or unmanned systems. OR TEN (10) years overall experience (Active/ Guard/Reserve Duty, United States Government (USG) Civilian, or Defense Contractor) with at least 2 years of service at a high-level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, Agency or Intel Community (IC) Staff in N2N6D programs, projects, and initiatives (such as NGEN, NETMOD, DCC, Cloud Computing, Enterprise Software Licensing, DRSN, BCO, Telephony, Joint Information Environment, etc.)

  • Working knowledge of ALL of the following financial and IT systems databases: RAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS. This function includes a requirement for expert level skills in data-mining these and other data sources, both within and external to the DOD. Experience with other databases may also become necessary, but can be learned as needed.

  • Comprehensive level of historical cost/budgeting knowledge of and experience working within and across the entire N2N6D portfolio. Experience with other programs, projects, and initiatives may also become necessary, but can be learned as needed.

  • Functional Responsibility: Responsible for planning, organizing, executing and controlling performance of technical, business, and financial goals and objectives are accomplished within prescribed timeframe and funding parameters. Provides primary interface with client management personnel Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to presentations and leads client meetings.

  • Knowledge of Capital Planning and Investment Control such as; computer networking concepts and protocols, and network security methodologies; cybersecurity principals; national and international laws, regulations, policies, and ethics as they related to cybersecurity; risk management processes; cybersecurity lapses; development of, Standards, Governance, Policy; the Department of Defense PPBE Process; and Naval concepts is desired.
